Show only certain tours to certain agents (Filter tours)

Overview
There is no option to filter the top level tour completely to not show in the tour list. What can be done is remove tour basis's from being visible based on agent criteria.
How to set up the tour
The tour set-up is exactly as normal, it is just the price matrix that looks a bit different.
Set a price matrix for everyone for zero dollars ($0). The "Agent Special" is the basis we want to hide for everyone, apart from a few agents. See below:
Next, set up a specific range for the agents that should see the basis on the web. See below:
